As a core forming equipment in the metal processing field, punch presses are widely used in key processes such as sheet metal stamping, sheet metal forming, and part cutting. With an instantaneous impact force ranging from several tons to dozens of tons and fast operation response speed, punch presses fall into the category of high-risk mechanical equipment. According to industry data, more than 80% of safety accidents involving punch presses are caused by missing or failed protective devices, non-standard operating procedures, and illegal operations by employees, which are likely to result in malignant work-related injuries such as finger crushing and limb damage, seriously threatening the personal safety of employees and the production and operation order of enterprises. With the core principle of "full-coverage inspection, zero-tolerance rectification, and normalized supervision", this special rectification campaign focuses on key links of punch press safety management, clarifies inspection standards, refines rectification measures, and ensures the closed-loop implementation of rectification work.
During the inspection, the joint law enforcement team adopted a combination of "on-site verification, account inspection, and practical operation verification" to conduct a comprehensive inspection of the safety management of equipment in the production workshops of various enterprises involving punch presses. Any lack or failure in any link may lead to irreversible safety accidents," an law enforcement officer from the Production Safety Law Enforcement and Supervision Detachment of the Municipal Emergency Management Bureau introduced. During this inspection, a total of 76 enterprises involving punch presses were inspected, and 123 potential safety hazards were found, including 8 major hazards and 115 general hazards, mainly concentrated in small-scale processing enterprises. The specific manifestations include aging and failure of protective devices of old punch presses, employees failing to wear impact-resistant and anti-crushing labor protection equipment as required, and non-standard daily equipment maintenance accounts. For the hidden dangers found, law enforcement officers issued "Production Safety Hidden Danger Rectification Notices" on the spot, clarifying rectification standards, time limits, and specific responsible persons, and implementing "account cancellation management"; for enterprises with major safety hazards that cannot guarantee production safety, they were ordered to suspend production and business for rectification in accordance with the law, and those who refused to rectify or failed to complete rectification within the time limit will be severely punished in accordance with laws and regulations.
In the production workshop of a small hardware processing enterprise, law enforcement officers found during on-site verification that the photoelectric protection device of an old punch press with a service life of more than 8 years had a delayed response, and the trigger shutdown response time exceeded the safety standard. In addition, the equipment had not undergone annual inspection as required, posing a major safety hazard. Law enforcement officers immediately ordered the enterprise to stop using the equipment, sealed it on the spot, and issued a rectification notice, requiring the enterprise to replace the qualified protective device and conduct equipment inspection within 3 days, and improve the equipment maintenance account simultaneously. "We did not pay enough attention to equipment safety before and ignored the hidden danger inspection of old equipment. After the professional guidance of law enforcement officers, we deeply realized the seriousness of the problem," the person in charge of the enterprise said.
